Downloaded file of records matched does not match query results

Overview:
User runs two or more Queries in a row and clicks "Download matched records (CSV)" ==>>
Downloaded file does not contain actual records from the "Preview of records matched"

Steps to Reproduce:

1. Navigate to the "Bulk edit" app => Select "Query" toggle on "Set criteria" pane => Select the "Users" radio button on the "Record types" accordion
2. Enter a query to retrieve at least one matched record (e.g. patron group=staff)=> Click "Search" button
3. Click "Actions" => "Download matched records (CSV)"
4. Click on the "New bulk edit" button
5. Select the "Users" radio button on the "Record types" accordion
6. Enter a query to retrieve at least one matched record (e.g. status=active)=> Click "Search" button
7. Click "Actions" => "Download matched records (CSV)"

Expected Results:
Each downloaded file contains correct records matched, according to Query results
Actual Results:
The downloaded "Matched-Records-query.csv" file contains data from previous Query result
