Dates in CSV export from Circulation log are not in 24-hour time format

Overview:
Steps to Reproduce:

1. Log into FOLIO Kiwi Bugfest with circ log permissions
2. Navigate to Circulation log app and filter to include transactions that happened in the afternoon/evening, for example:
   
3. Click "Actions" menu and download the CSV
4. The CSV is available that way and also via the Export Manager app

Expected Results: Times in the CSV file are in 24-hour time format, such as 16:39 for 4:39 pm.
Actual Results:  Times in the CSV file show 12-hour format without specifying AM/PM, such as:
