Change export Circulation log format

Change date format from utc to:  Preferred time format is: yyyy-mm-dd hh:mm in the system's time zone as defined in localization settings

Service point - export name instead of UUID

The Arrive point needs to show the name rather than the UUID

Approach:

Acceptance Criteria:

• The date/time format in the Circ Log CSV files will be yyyy-mm-dd hh:mm
• The time zone will be the system time zone as defined in Settings -> Tenant -> Language and localization -> Timezone field.
• The service point field will show the name instead of the UUID
• Maintain all existing functionality as defined in https://issues.folio.org/browse/UXPROD-2691
• Circ log statuses and links should display in Export Manager
