"Preview of records matched" is not populated using limited permissions

Overview:
Log into FOLIO-SNAPSHOT as a user with  only Bulk Edit: In app-View and Bulk Edit: In app - Edit permissions
or
with only Bulk Edit: (CSV) View and Bulk Edit: (CSV) Edit permissions
User uploads a csv file with records identifiers, but Preview of records matched is not populated.
The issue is reproduced both for Users and Items

Steps to Reproduce:

1. Navigate to the Bulk edit app => Select Inventory-Items App => Select " Item barcode"/ "Users barcode" from "Records identifier" dropdown
2. Upload a .csv file  with "Item barcodes"/"Users barcode"
3.  Check the Preview of records matched

Expected Results:
The Preview of records matched accordion is expanded and the accordion contains a table that is populated with matching records
Actual Results:
 The Preview of records matched accordion is missing
Additional Information:
Reproduced on folio-snapshot,  on MG bugfest cannot be reproduced
The Preview of records changed is missing after bulk edit done, too
