Refactor existing approach to store configuration for Schedulers based on "export type"

Purpose/Overview:
Schedule should be supported for different type of exports :
1. UXPROD-2417 Export batch vouchers based on schedule settings :
Note : Configs for export must be separated by batch voucher group

2. UXPROD-531 Export FOLIO orders in EDIFACT format based on schedule settings:
Export FOLIO orders in EDIFACT format
Note : Configs for export must be separated by vendors and their accounts

Requirements/Scope:

1. The design should be easily extensible for new types of exports and customer requirements for export settings.

Approach:
1. org.folio.des.rest.resource.ConfigsApi should allow provide optional "query" parameter and meet Folio API design pattern.
2. Fix issue

POST request for mod-data-export-spring-1.2.2 /_/tenant failed with 500: Text 'scheduleTime' could not be parsed at index 0

Acceptance criteria:

• Scheduling should work as described in the requirements.
