Bursar manually run works time to time on Lotus bugfest

Overview:

Steps to Reproduce:

1. Log into lotus-bugfest
2. Go to Apps -> Settings -> Users
3. Go to Fee/fine and check if there is an owner in Owners and if no - create it
4. Go to Fee/fine and check if there is a transfer account and if no -create it
5. Go to Transfer criteria -> Set settings appropriately -> Save
6. Click the "Run manually" button
7. Repeat steps 2-6 several times
8. Go to Apps -> Export manager -> select Bursar as a Job type
9. Check completed Jobs

Expected Results:
The Jobs are completed  "Successfully", clicking on Job IDs  the results files are downloaded
Actual Results:
Some Jobs have Successful status, some of them are not completed
