Open Access uses not included in reports

The data being used to produce the reports does not seem to include any open access data, even when this data is present.

 Steps to reproduce:

1. Download the Jan 2021 COUNTER data for BMJ: https://thor.ci.folio.org/eusage/view/4a6f19c9-af86-44dc-a7b3-5ac88b817b30?filters=harvestingStatus.active&sort=label
2. View the downloaded spreadsheet to confirm that many of the titles have open access uses associated with them.
3. Download any of the reports from the Index Data Test Package: https://thor.ci.folio.org/erm/agreements/3b6623de-de39-4b43-abbc-998bed892025
4. View the downloaded spreadsheet. 
5. You will see that there are no rows included for open access uses. 
6. You can also toggle the "include open access content" setting for the graphs, and you will see that there are no changes.
