Title count line on cost per use graph showing wrong data

On the "Cost per use" graph, the title count line is intended to show the number of titles in the agreement at each data point. The goal is to illustrate the overall growth or decline of the agreement size, so that cost per use can be taken in context. (I.e, if the size of the package grows, CPU is likely to also grow.)

Currently, we see this line going down to zero in some months. I believe the line is only counting titles that are used each month, but it should count all titles regardless of whether they are used or not.
