Not all available usage data is included in eusage use over time visualization

    Description

      I viewed the use over time report visualization and compared it to the data in the eUsage provider record to ensure everything is correct. It appears that some data is not being pulled into the visualization.

      Steps to reproduce.

      1. Go to Settings and ensure that "Developer Info" is turned on.
      2. Go to the BMJ All Titles provider in the eUsage app.
      3. Download the May 2021 COUNTER report.
      4. Go to Index Data Test Package in Agreements.
      5. Click "Analyze agreement."
      6. Select the use overtime report and limit to journals.
      7. Open the tabular view.
      8. Look at the title "Archives of disease in childhood." You will see it has no uses for May 2021.
      9. Look at the spreadsheet you downloaded earlier and find "Archives of disease in childhood." You will see it has many uses for May 2021.

      We need to make sure that all available usage is being included in the visualization and downloads.
