Updating matches is not finding new matches

I updated some KB data in the Thor system so that I could test the "update matches" process. It appears that the update is not catching new KB titles that should create matches.

The following titles have been added to the Annual Reviews All Titles package in the local KB after the initial matching process was run.

• Annual Review of Control, Robotics, and Autonomous Systems
• Annual Review of Developmental Psychology
• Annual Review of Nuclear and Particle Science

There are titles in the Annual Reviews eUsage provider that are currently unmatched and should match the three titles above. When I update the matches, no new matches are created.

Steps to reproduce

1. In the Thor environment, go the eUsage Provider for Annual Reviews: https://thor.ci.folio.org/eusage/view/1ebb4d59-9b54-4e44-98ea-d9fd5a661b2a?filters=harvestingStatus.active&sort=label
2. Click "update matches"
3. View the results. You will see that none of the titles above have been matched.

Note that Annual Review of Control, Robotics, and Autonomous Systems is affected by the bug described in https://issues.folio.org/browse/UIPER-21. Not only will it not find a match, it will revert to its previously ignored status (if you have stopped ignoring it first).
