    Description

      As discussed wrt UIPER-8, the COUNTER report may include many thousands titles and browsing through the to correct matches may be bothersome. Ability to filter the list by the report title and/or ISSN may be a useful tool for the user.

      Implementation notes

      Add a new query parameter called title and issn. When both are specified the resulting match should be a boolean AND.

      This may get replaced by a single query parameter once CQL support it added to the OpenAPI toolkit.
