Encumbrances are displaying incorrectly on cost per use report

The encumbrance field on the cost per use report seems to always display the same amount as the paid value, even if no encumbrance is present.

Steps to reproduce:

• Go to the Index Data test agreement: https://thor.ci.folio.org/erm/agreements/3b6623de-de39-4b43-abbc-998bed892025
• Select the cost per use report for 2021-01 to 2022-12.
• Download the report.
