Some titles not including cost in cost per use download

When I download the cost per use report, some titles have blank cost data in the resulting file. I can tell that the cost has been divided up correctly based on the number of titles, it's just not showing for some of them.

Steps to reproduce

1. Go to the Index Data test agreement: https://thor.ci.folio.org/erm/agreements/3b6623de-de39-4b43-abbc-998bed892025
2. Select the cost per use report for 2021-01 to 2022-12.
3. Download the report.

You will see that 17 titles are linked to PO# 10004-1 and invoice #1. This invoice is for $50,000 and covers the BMJ test package with 17 titles. 50000/17=2941.18. This is the cost that is correctly listed for many of the titles. However, some titles – for example BMJ Neurology Open – do not have any cost listed. Even if these titles have no use, we should still include the cost.
