Patron notices not being sent

Overview:

I have not received any emails when circulating items, in particular checking out and checking in items. Two other testers have confirmed they also have the issue (see thread: https://folio-project.slack.com/archives/CEJ46791U/p1634630139109100) 

Steps to Reproduce: Feel free to use one of my test users:

1. Log into some FOLIO Kiwi Bug Fest instance.
2. Check out the following User barcode = '000000098538  //  Book bar code = 17328122
3. This is the circ rule that it should be following: g julies-group + m book: l julies-book-loan-policy r allow-all n julies-book-notice-policy o julies-book-overdue-fine-policy i julies-book-lost-item-fee-policy
4. After a while, you can also check the book back in again, if you like.

Expected Results:

When I close the check out session, I expect an email to arrive soon afterwards, telling me I've checked out the book.

When I close the check in session, I expect an email to arrive soon afterwards, telling me I've checked in the book.

Actual Results:

[Tumbleweed] No emails arrive. The Circ Log shows a message like this: "Notice - Send - Template: Julie's 01 Check Out Notice. Triggering event: Check out."
