Skidmore: Data Import OCLC issues

    Description

      Skidmore is having multiple issues with Data Import (they are on Kiwi Hotfix 3)
      Most concerning is that they are unable to import single records or do overlays using OCLC import.

      1. In logs a lot of long DB requests:

      Expected result: Single OCLC import with Completed status in a reasonable time
