SPIKE: investigate causes of inconsistent imports on PTF Juniper

      Since installing the Juniper DI versions, PTF has had inconsistent imports. Some failed, some stuck right from the beginning, some stuck midway. Only one or two jobs succeeded.

      Here are the logs from the two import jobs, one is an UPDATE and the other is a CREATE in 2 of our environments. Please take a look at the warnings and errors to see what you can make of them.
