Allow consumers to subscribe to tenant-specific topics

Currently consumers are created at the time of module startup (InitApi) and subscribed to a pattern, where tenant id is unknown. It potentially can cause issues on production multi-tenant environments.

Needs discussion with Vladimir to determine best solution

Workaround, per Mark: when Kafka is configured; someone needs to verify that all the topics are set up properly; get the team to give us a workaround on how to configure manually in multi-tenant environments
