Create periodic job for cleanup old files

File storage should self-cleanup after import job is finished or after N time without changes of upload definition status. There should be a possibility to configure periodic of the cleanup job.

Steps

• Add periodic running job
• Configuration for a job should be stored at mod-config
• job should delete files linked to completed upload definition
• job must delete the files associated with the upload definition without changes for n time
• add unit tests for periodic jobs
