Provide an API for CRUDing target connection profiles

This API will be accessed through settings pages to define connection target profile including auth (user/pass/group). I am assuming we will have institutional profiles – hopefully a handful per tenant (in the case of 5 colleges). There should be a way to choose a default/active one. For a consortial single-tenant like 5 colleges we either need a way to select the profile when “Import” action is triggered, or a way to configure default profile per user (like the default service point is configured).
