Settings for Circulation -> Other Settings -> Patron id(s) disappeared after upgrade from Iris to Juniper

Overview: After upgrade from Iris to Juniper, all checks in Settings for Circulation -> Other Settings -> Patron id(s) section disappeared.

1. Log into some FOLIO environment wich work on Iris release as admin and check the settings set in Settings for Circulation -> Other Settings -> Patron id(s) section
2. Perform uprade from Iris to Juniper
3. Log into the same FOLIO environment which is now on Juniper as admin and check the settings set in Settings for Circulation -> Other Settings -> Patron id(s) section

Expected Results: All items which were checked before the upgrade should be remain checked after the upgrade.
Actual Results: All items which were checked before the upgrade are unchecked after the upgrade. In other words, all set settings were lost during the upgrade.
