Enable Action profile action for incoming MARC Bibs: Replace MARC bibs in MARCcat

REPLACE = completely overlay a record of the specified FOLIO type, using the associated mapping profile, which consists of 1) data as mapped from the incoming record (MARC bibliographic) and 2) defaults inserted into the record. Note that a few fields of the existing record (mainly HRID and UUID) will not be replaced

This story is for using data from incoming MARC bib records to replace existing MARCcat Bib records, which should happen automatically 1) when MARC Bib records are replaced in SRS (MODDATAIMP-265) and 2) the tenant has the MARCcat app enabled.
