Enable Action profile action for incoming MARC Bibs: Delete MARC bib records in MARCcat

DELETE = remove an existing of the specified FOLIO type, based on the match or non-match to the incoming record, as identified in the job profile. Note that deletion will need to take into account any restrictions in the "owning" FOLIO app, e.g. not being able to delete an instance with associated holdings or items. Must investigate the delete allowances and restrictions for each record type in Inventory and Acquisitions.

This story is for Deleting MARC Bibliographic records in MARCcat, which should happen automatically 1) when MARC Bib records are Deleted in SRS (MODDATAIMP-279) and 2) the tenant has the MARCcat app enabled.
