Enable Action profile action for incoming MARC Authorities: Update MARC Authority records in MARCcat

REPLACE = completely overlay a record of the specified FOLIO type, using the associated mapping profile, which consists of 1) data as mapped from the incoming record (MARC Authority) and 2) defaults inserted into the record. Note that a few fields of the existing record (mainly HRID and UUID) will not be replaced

This story is for Replacing MARC Authority records in MARCcat, which should happen automatically 1) when MARC Authority records are replaced in SRS (MODDATAIMP-269) and 2) the tenant has the MARCcat app enabled.
