Inability to Add and Remove notes of the same type in one Bulk edit

Overview:
If a user wants to Add a note and Remove a note that belong to the same Note type (Circulation notes or Item notes) in one bulk edit and selects Remove or Find-Remove options as the first option, no note will be added.
Steps to Reproduce:
Scenario 1:

1. Select the "Inventory - items" radio button on the "Record types" accordion => Select "Item barcode" option from the "Record identifier" dropdown
2. Upload a .csv file  with valid Item barcodes
3. Click "Actions" menu => Select "Start bulk edit"
4. Click "Select option" => Select "Check in note" option
5. Click "Select action" => Select "Remove all"  option
6. Click "Plus" icon
7. Click "Select option" => Select "Check out note" option
8. Click "Select action" => Select "Add note"  option and fill into the text field with Note text
9. Commit changes

Scenario 2:

1. Select the "Inventory - items" radio button on the "Record types" accordion => Select "Item barcode" option from the "Record identifier" dropdown
2. Upload a .csv file  with valid Item barcodes
3. Click "Actions" menu => Select "Start bulk edit"
4. Click "Select option" => Select "Action note" option
5. Click "Select action" => Select "Find" and fill into text area with existing Action note text
6. Select  "Remove " option
7. Click "Plus" icon
8. Click "Select option" => Select "Binding" option
9. Click "Select action" => Select "Add note"  option and fill into the text field with Note text
10. Commit changes

Expected Results:

Scenario 1:
The "Check in note" is removed

The "Check out note" is added

Scenario 2:

The "Action note" is removed

The "Binding" is added

Actual Results:

Notes are removed, but no notes of the same note types were added
