Spike: user name during manual block deleting

Purpose/Overview:
There are 2 possibilities to send user name when deleting manual block:
1) Send user id in the headers when deleting record and re-send it in the metadata during manual block deleting flow. One need UI effort and DELETE operation changes.
2) Change deleting flow, introduce fake deleting with key isDeleted to mark manual block as deleted. One need to change all CRUD operations.

Both of them should be investigated for choosing the most effective approach (effort + implementation complexity). This spike should resolve this question to choose approach for implementation in scope of https://issues.folio.org/browse/MODAUD-38.

Acceptance criteria:

• Results are documented and discussed
• PoC described and provided
