Gracefully handle access token expiration in module-to-module communication

Overview

Once we start enforcing access token expiration, we'll need to account for inter-module communication.

Acceptance Criteria

• The circumstances in which an access token expires within the context of a single API call and related subsequent module-to-module API calls is either non existent or very unlikely
• Unit tests are updated as needed
• Documentation is updated as needed
