Invalid token when posting tenant permissions from Okapi

To reproduce, enable a module (with install for example) in a system where mod-authtoken, mod-permissions, mod-users, mod-login are enabled .. The error does not occur if mod-authtoken is disabled. 

Can be reproduced with mod-login-saml Karate test or with attached modat-116.sh . modat-116.sh is script where all modules are executed locally for easy debugging.
