Spike: Feature-level design for data-export mapping profile

As requested by TC, create a feature level design for early feedback and knowledge sharing between other teams. Since this feature might be used by oai-pmh team we need to share the information early and solicit the feedback.

Acceptance criteria

• Wiki page with design decisions created within Concorde team space.
• Other teams (oai-pmh) have been notified and their feedback reviewed
