CQL export fails when effective location is included in the cql statement

Overview:
The export fails when triggered by CQL and the effective location is a part of the statement. If works fine if the location is not present

Steps to Reproduce:

#In Inventory app on the Instance tab select records based on their location and source

1. Save cql statement by clicking in the Action menu on the *Save Instances CQL query *option
2. Navigate to Data Export app and trigger the export using the default instance profile

Expected Results:
The records matching the query are exported

Actual Results:
Export immediately fails with the error:
ERROR Error while reading from input file with uuids or file is empty

Additional Information:
If the cql statement does not contain location the export works as expected
I was able to recreate it on the snapshot environment
