Export records using CQL

Purpose/Overview:

Requirements/Scope:
Add availability to export records by cql file with the query.

Approach:
1. implement the changes in POC;
2. Worth thinking to change the logic of setting total field in Progress object when we are starting the export by cql file (the comment with possible changes are in the POC PR);
Acceptance criteria:
1. The possibility for export by cql are added;
2. The unit tests are written;
3. The API tests are written;
