Mod-data-export migrate to Java 11

Overview
As FOLIO is moving towards java 11, we need to upgrade our module to support that

Approach

• Upgrade to RMB 31.x
• Here are the upgrade notes that cover upgrade to java 11: https://github.com/folio-org/raml-module-builder/blob/master/doc/upgrading.md#version-310
• verify that all the unit tests are passing
• This will need changes to generate-marc-utils project as well

Acceptance Criteria

• module is updated to java 11
• unit tests passing
• module successfully build and deployed in reference environments
