Support CQL-to-SQL queries transformation

Purpose/Overview:

UI uses CQL query notation to add additional data retrieval conditions. Those queries are currently not supported by folio-spring-base, that limits the usage of the library. Some works has been done already to introduce the required capabilities in different modules. See the below

This work has to be revised, adapted and placed into folio-spring-base, so that other modules could reuse it.
