Github Actions workflow publishing NPM snapshot artifacts to the release repository

I noticed that a recent run of the build-npm workflow for ui-notes published an NPM snapshot artifact to the NPM release repository. The artifact has been manually removed, but I've attached a screenshot of the artifact.
