Provision AWSS3 or MinIO bucket and credentials for testing

As requested by wayne - a sub task for setting up the S3 bucket and credentials to use in testing. If we could add to this issue the name of any K8S ENV settings that will be passed to the module containing the defaults that would be super helpful.
