    Description

      The build-platform-complete-snaphot and build-platform-core-snapshot jobs fail due to a tenant initialization issue in snapshot build 149 of mod-feesfines. That issue is tracked separately in MODFEE-195. Pin reference environment builds to mod-feesfines build 148 until MODFEE-195 is resolved.
