folio/snapshot Vagrant box build failing missing ebsconet.all permission

Since adding edge-orders to the folio/testing and folio/snapshot Vagrant builds (part of FOLIO-3122), the folio/snapshot builds have been failing, as the edge-module role tries to assign the (missing) ebsconet.all permission to the edge institutional user. I omitted to add mod-ebsconet to the deployment list for the folio/snapshot build.
