Create stories for permission set review and cleanup

Overview

This task follows FOLIO-2578 and serves as a placeholder/reminder that we need to create stories in all projects (ui and mod) for permission set review and cleanup based on the agreed upon permission set guidelines

However, before teams start making changes, we need to figure out a way to handle permission migration during upgrades. See FOLIO-2607

Acceptance Criteria

• A story is created in every UI and MOD project for reviewing and cleaning up permission sets based on the permission set guidelines linked to above.
