Update jenkins-slave-all Jenkins docker build image 2020-04

This is a lesser update of the docker build image used by FOLIO Jenkins. (The more-complete future task is FOLIO-1940.)

Perform the docker build on the jenkins-aws host. In that way we can update specific later tool-related layers, without doing a fresh build of the earlier system-related layers.

Most system-related layers use pinned software versions.

The current image has google-chrome-stable v78 version. Only the latest is available, so it will automatically update to the current v81 version.

The current image has node v10 version. This will be explicitly updated to LTS v12 version.

The current image has yarn v1.15.2 version. This will be explicitly updated to v1.22.4 version.

The folio-tools software will automatically update to their current versions.
