Update nodejs on jenkins build image

The jenkins-slave-all image is running node 8 which is EOL at the end of december. This is causing problems building stripes-components (see conversation on FOLIO-1940). Since refreshing all the software on the build image is a larger task, it's worth updating node to unblock builds of stripes-components.
