Specify loadSample tenant parameters for mod-orders-storage

    Description

      Now that mod-orders-storage has implemented loading of sample data via the tenant API (see FOLIO-1519), the loadSample tenant parameter must be specified by the CI when enabling that module in the testing/stable environments so that the sample data is loaded.
