Investigate and fix issues regarding data-import-integration tests

    Description

      There are some errors regarding data-import integration tests. We should fix them to run our data-import-integration-tests:

      1. An issue regarding "data-export.all"-permission. (See attached)
      2. An issue regarding mod-search: "POST request for mod-search-1.6.0-SNAPSHOT.146 /_/tenant failed with 500: {"errors":[ {"message":"[404 Not Found] during [GET] to [http://perms/users/f1afa2af-50fd-4eaf-b6a3-89561bddb659/permissions?indexField=userId] [PermissionsClient#getUserPermissions(String)]: [No user found by userId f1afa2af-50fd-4eaf-b6a3-89561bddb659]","type":"NotFound","code":"unknown_error"}
