Importing a KBART file with missing publication_type causes endless loop

Overview:
Steps to Reproduce:

1. In KB Local Admin, create New KBART Import job
2. Attempt to load attached file

Expected Results:

File should successfully load and create package
Line missing publication_type value should be skipped
Remaining title in file should be processed normally
Result a package with one PCI
Error that one line not loaded because of missing publication type should be noted in error log

Actual Results:

Error "Missing publication_type for title: AEDS Journal, skipping line." is added to log many times - as if the import tries to load the same line over and over again
Eventually my virtual machine crashed with out of memory errors
