Configure publication type and type mappings

To enable publication types from external systems to be mapped to the internal KB types, there should be a new settings screen (either in Agreement or Local KB Admin settings) where the user can map publication types to internal types

The screen should list known publication types (i.e. already populated in the system) and allow the user to map each publication to one of the internal KB types (currently `monograph` and `serial`)

The system should be pre-populated with default mappings

Serial -> serial
Monograph -> monograph
Book -> monograph
Journal -> serial
