Description

Add support for tags to agreement lines
It is expected that this is to be done using the Tags helper app - as long as this is compatible with the UI described in ~~ERM-893~~

This story is to add support for tags in the backend and also to add to the Agreement lines view interface in the usual way that Tags can be edited in that UI
Additionally ~~ERM-893~~ describes an alternative option for setting tags on Agreement lines
