Add support for tags to e-resources
It is expected that this is to be done using the Tags helper app - as long as this is compatible with the UI described in ERM-893
Tags should be supported on all e-resources (title instances, PTIs, PCIs)
This story is to add support for tags in the backend, the UI for setting this is to be tackled via ERM-893
