File Imports to Agreements Local KB fail because of package status check

ERM-547 implemented a check of "package status" before progressing with a package import. It was intended this rule should only apply to data coming from GOKb, not all packages imported.

Package import by file upload (and other methods) now fail because these do not set a "package status"

Imports from sources other than GOKb should not fail due to lack of package status value

If a "package status" is not explicitly supplied we should assume that we want to progress with this import.
