Support Custom Properties on Agreement lines

Add support for setting custom properties on Agreement lines to allow institutions to a variety of additional, institution specific, metadata on agreement lines

Initially add support at backend
In Settings, custom properties for Agreement lines need to be managed separately to custom properties (aka supplementary properties) for agreements
