Agreements: Agreement lines: Add new field - "Note"

A new "Note" field is needed to enable users to add a single note for each agreement line on an agreement.

Backend:

• Note should not be limited to 255 characters but be a long text field
• Each agreement line can have one note only

UI:

• The Note field is a TextArea component: see https://ux.folio.org/storybook/?selectedKind=TextArea&selectedStory=Basic%20Usage&full=0&addons=1&stories=1&panelRight=0&addonPanel=REACT_STORYBOOK%2Freadme%2Fpanel
• The field is optional
• No placeholder text should be displayed.

In the "Edit/new agreement" pane the "Note" field should be displayed underneath the "Active from" and "Active to" date fields as indicated in the screen snip. The field should fill the available width.

In the Agreement preview pane the note field should be displayed in the Agreement Line MCL in a column called "Note", inserted in between the "Count" and "Coverage" columns.

The width of the Note column should not be fixed.

When the field is empty do not display a hyphen.
