Local KB admin: Display a callout message when a job is successfully created

"In the Local KB admin app", when a job is successfully created, display a callout message with:

1. A success icon
2. The text:

• • "KBART package import job created: [name]" OR
  • "JSON package import job created: [name]"
    3. A close icon.
