Licenses and Amendments: Display a callout message when a License or Amendment is successfully created

When a license or a license amendment is successfully created, display a callout message with:

1. A success icon
2. The text:

• "License created: [name]" for a new license record
• "Amendment created: [name]" for a new amendment record

3. A close icon.

When a license or a license amendment is successfully updated, display a callout message with:

1. A success icon
2. The text:

• "License updated: [name]" for a license record
• "Amendment updated: [name]" for an amendment record

3. A close icon.
